Devs finally posted some info on the cloaks on Stratics, says it is not going to be an item for turn in and has the following abilities:

Current abilities of the Cloak of Corruption:

Attempts to aggro a large area around the player
* Doesn’t work in towns/guard zones
* Cannot aggro players, pets, summons, or benign creatures
* Cannot aggro anything that is currently in battle
* Increases speed of aggro’d mob for several minutes
* Boosts Fame obtained from aggro’d mobs
* Can draw attacks up to 30 tiles away

Rapidly decays Karma
* -500 karma every 30 seconds equipped

Rapidly decays HP, Mana, Stamina in the normal world
Rapidly restores HP, Mana, Stamina in the Ethereal Void

Aggro is the process of monsters attacking you.

If you "draw aggro", the dragon/wisp/whatever attacks you and only you, and would attempt to follow you should you run, despite the fact that there are 3 other people standing there watching.

So if you draw aggro from everything within a 30 tile radius, that means monsters that are a screen and a half or two screens away from you will come running for you.

well as much as these is in the rift I sure do not need to have a herd after me. So I'm about to wear it around there for sure.
