Can a newly made character cash large checks. Say someone visited uostock.com and then got some gold delivered. I see Armor of Fortune on Atlantic for like 2mil?

it looks like the cheapest armor of fortune thats not cursed is 7 mill. the ones u see at 2 mill are cursed, so u cant insure them.

But yes, theres no limit to char age on getting gold delivered to a shard.
