There was recently some concerns expressed about duped and/or non-vendible items.  Rules 19 and 20 are specific in this regard but were written prior to new non-vendible patch.  This patch tagged all dup'd items so that NPC vendors would not accept them.  Some believe this negates the previous rules.  I wrote to Messanna for clarification on this issue.  It appears by her response that folks were correct on both sides of this issue.  See my email and her response below:

I am the GM of the  People’s Army of Sonoma.  We have some differing opinions regarding Duped items.  Following the patch which made duped items Non-vendible some folks are under the impression that  the items are now ok to own…not sell but ok to own.  I am not of that opinion and believe the items are still bannable, particularly if selling them.  Can you please clear this up for my Guild.  We want to be on the right side of the rules in PAS.

This can be a very tricky line to walk so its going to be viewed by case by case but in general the average legit player….
They purchased items they had no idea were duped from a vendor, after the patch they discovered they had duped items.  If they will page a GM…I have instructed the GM to clean the item and make a note on the players accounts that x amount of items were cleaned.  This is to keep up with how many times a player pages in asking for items to be cleaned.  Keep in mind a legit player will not be paging over and over to get items cleaned.  But you know as good as I do that we are going to have some players that feel like they can dupe items and have us clean them so we have to make note of this.  So yes we will clean items for players within reason.  If a player has a house full of duped items I would not suggest calling to get them cleaned because honestly it looks sneaky and we will probably take them and the account as a dupe account.  But I want to give the average player the benefit of the doubt and clean their items so they can feel good about using them.

So there you have it.  There is still a lot of gray area here.  I suspect that if you are selling a dup'd item you can still be banned.  If you have one or two of these items page a GM and have them cleaned, that is a good deal.  But you can expect to be banned if you repeatedly page to have items cleaned.  As far as PAS is concerned members of an honor Guild should not be selling Dup'd items.  If you want to sell it have it cleaned first.
